THE FIRST HINT that the tide may be changing came in February 2002, when the U.S. Navy revealed that its researchers had been studying cold fusion on the quiet more or less continuously since the debacle began. Much of this work was carried out at the Space and Naval Warfare Systems Center in San Diego, where the idea of generating energy from sea water—a good source of heavy water—may have seemed more captivating than at other laboratories.
Many researchers at the center had worked with Fleischmann, a well-respected electrochemist, and found it hard to believe that he was completely mistaken. Washington was rocked late last week by allegations that a Pentagon policy analyst on Iran, Laurence A. Franklin, had passed classified information to Israel through the American Israel Public Affairs Committee, the leading pro-Israel lobby group in the US. He is also said to have had extensive meetings with Naor Gilon, head of the political department at the Israeli Embassy in Washington, and a specialist on Iran's nuclear weapons program.
Washington is braced for one of its biggest espionage scandals of recent years after disclosures that the FBI is investigating a senior Pentagon aide who allegedly spied for Israel.
Along with Feith, all of the political appointees have in common a close identification with the views of the right-wing Likud Party in Israel.
The OSP was an open and largely unfiltered conduit to the White House not only for the Iraqi opposition. It also forged close ties to a parallel, ad hoc intelligence operation inside Ariel Sharon's office in Israel specifically to bypass Mossad and provide the Bush administration with more alarmist reports on Saddam's Iraq than Mossad was prepared to authorise.
"None of the Israelis who came were cleared into the Pentagon through normal channels," said one source familiar with the visits. Instead, they were waved in on Mr Feith's authority without having to fill in the usual forms.
