Unusually heavy seasonal flooding in China has killed at least 155 people and forced more than 1 million to flee as water levels in some areas reached at their highest in more than a decade, the government reported Saturday.

Flooding strikes along the Yangtze almost every summer, although authorities had claimed that construction of the massive Three Gorges Dam along the river's upper reaches would help modulate water levels and prevent major losses.

China Signs $23 Billion Oil Deal With Nigeria

China has signed a $23 billion deal with the new government of Goodluck Jonathan in Nigeria to build three oil refineries and a petrochemical plant. Goodluck Jonathan came to power on May 6 after the death of the former president, Umaru Yar’Adua.

The new government declared that it had signed a memorandum of understanding with China State Construction Engineering Corporation on May 13. The three refineries are to be built in Lagos, the commercial capital, in Kebbi state in the remote northeast, and Bayelsa, Jonathan’s home state within the Niger Delta. The refineries would have a combined capacity of 900,000 barrels per day (bpd), double the expected domestic demand of 450,000 bpd by the time they are due to be completed in five years.

This would mark a policy shift for China, which has strong ties with Iran. China says it wants a peaceful outcome.

This may be a misread. In China, not to talk is considered very impolite. So China is always ready to talk. And they are always ready to listen to any offers that might benefit them.

But China is also shrewd enough to understand that new sanctions cannot force Iran to give up nuclear weapons it does not actually have, and that this "failure" will simply be another US and Israeli justification to launch yet another war of conquest against an unoffensive nation and innocent people.

Quadra Mining said on Monday it has agreed to form a joint venture with China's largest utility company to help expand its Chilean operations and fund its huge Sierra Gorda copper project, which is expected to cost over $2 billion.

The Canadian miner signed a memorandum of understanding with State Grid International Development Ltd, a wholly owned subsidiary of State Grid Corp of China. The joint venture will develop and operate Quadra's Sierra Gorda project and the Franke mine in northern Chile.

China's holding of US Treasury bonds has tumbled, according to US Treasury data released Tuesday, after Beijing expressed concern over the swelling US deficit and amid new US-China tensions.
