Number of Families in Shelters Rises

For millions who have lost jobs or faced eviction in the economic downturn, homelessness is perhaps the darkest fear of all. In the end, though, for all the devastation wrought by the recession, a vast majority of people who have faced the possibility have somehow managed to avoid it.

Nevertheless, from 2007 through 2009, the number of families in homeless shelters — households with at least one adult and one minor child — leapt to 170,000 from 131,000, according to the Department of Housing and Urban Development.

Hurricane Igor Possible Category 5 Today

According to the current public advisory from NOAA and the US National Weather Service, Hurricane Igor is nearing category 5 strength. Igor, now located about 940 miles East of the Leeward Islands in Mid-Atlantic, has sustained winds in excess of 150 mph. While no landfall warnings or advisory have been issued, experts suggest this very large storm will intensify later today or overnight.

While many eyes are on Igor because of its potential for devastation, most hurricane gurus expect the huge storm will turn North and play out over the Atlantic without affecting land. However, just on the heels of Igor tropical storm Julia may menace the US later in the week. Igor, the fourth hurricane of the 2010 season, is expected to slow and turn northward later this evening.

Thousands held without trial in Iraq: Amnesty

Tens of thousands of detainees are being held without trial in Iraqi prisons and face violent and psychological abuse as well as other forms of mistreatment, Amnesty International said on Monday. The London-based human rights watchdog estimates 30,000 people are held in Iraqi jails, noting several are known to have died in custody, while cataloguing physical and psychological abuses against others.

However, the deputy justice minister dismissed the report as "baseless" and a US military spokesman insisted Iraqi detention facilities met international standards.

Gulf Clean Up Contracts Expose Corruption as Usual

WASHINGTON — The federal government hired a New Orleans man for $18,000 to appraise whether news stories about its actions in the Gulf oil spill were positive or negative for the Obama administration, which was keenly sensitive to comparisons between its response and former President George W. Bush's much-maligned reaction to Hurricane Katrina.

The government also spent $10,000 for just over three minutes of video showing a routine offshore rig inspection for news organizations but couldn't say whether any ran the footage. AIPAC still not regulated as a political committee

When a federal judge deploys an exclamation point in an opinion, you know something unusual is going on. On Wednesday, U.S. District Judge Richard Leon tried to dispense of a case entitled Akins v. Federal Election Commission. The excruciatingly long-running case really involves, though, the American Israel Public Affairs Committee, AKA AIPAC.

A number of former ambassadors, congressmen and government officials critical of the pro-Israel lobbying group sued the Federal Election Commission after the FEC declined to regulate AIPAC as a political commitee. The date of that original lawsuit? 1992.

In the meantime, three of the original plaintiffs have died and the case has had a tortured path up and down the appellate path. On Wednesday, for reasons that may or may not be worth exploring, Judge Leon dismissed the case with these heart-felt words:

"This never ending legal saga has spanned almost twenty years, multiple administrative complaints, and the careers of numerous Judges and Justices. To say the least, the time to complete the judicial review of these FEC decisions is long overdue. While time will tell what role, if any, this Opinion will have played in this interminable legal drama, I certainly trust that I will be the last District Judge that has to wrestle with this seemingly inexhaustible Hydra."

Oh, and the exclamation comes when Judge Leon exclaims, "Unfortunately, this appellate odyssey had only just begun!"

Avoid Windows Malware: Bank on a Live CD

An investigative series I've been writing about organized cyber crime gangs stealing millions of dollars from small to mid-sized businesses has generated more than a few responses from business owners who were concerned about how best to protect themselves from this type of fraud.

The simplest, most cost-effective answer I know of? Don't use Microsoft Windows when accessing your bank account online.

In direct response to this series reported and published by Security Fix, the SANS Technology Institute, a security research and education organization, challenged its students with creating a white paper to determine the most effective methods for small and mid-sized businesses to mitigate the threat from these types of attacks. Their conclusion? While there are multiple layers that of protection that businesses and banks could put in place, the cheapest and most foolproof solution is to use a read-only, bootable operating system, such as Knoppix, or Ubuntu. Also known as "Live CDs," these are generally free, Linux-based operating systems that one can download and burn to a CD-Rom. The beauty of Live CD distributions is that they can be used to turn a Windows-based PC temporarily into a Linux computer, as Live CDs allow the user to boot into a Linux operating system without installing anything to the hard drive. Programs on a LiveCD are loaded into system memory, and any changes - such as browsing history or other activity -- are completely wiped away after the machine is shut down. To return to Windows, simply remove the Live CD from the drive and reboot.

A high-ranking official of the Georgian Ministry of Defense has been arrested in the Pankisi Gorge as a result of a special operation. Soso Guzarauli, is suspected of arms trafficking.

Twelve U.S. soldiers face trial after Afghan civilians 'were killed for sport and their fingers collected as trophies'

A dozen US soldiers are facing trail accused of being part of a 'kill team' that allegedly killed Afghan civilians in an arbitrary fashion - and they even collected their victims' fingers as trophies of war.

Five soldiers have been charged with the killing three Afghan men 'for sport'. And seven more are accused of covering up the murders.

Appeals court blocks Pa. town's immigration law

ALLENTOWN, Pa. – A federal appeals court ruled Thursday that Hazleton, Pa., may not enforce its crackdown on illegal immigrants, dealing another blow to 4-year-old regulations that inspired similar measures around the country.

The 3rd U.S. Circuit Court of Appeals in Philadelphia said that Hazleton's Illegal Immigration Relief Act usurped the federal government's exclusive power to regulate immigration.

"It is ... not our job to sit in judgment of whether state and local frustration about federal immigration policy is warranted. We are, however, required to intervene when states and localities directly undermine the federal objectives embodied in statutes enacted by Congress," wrote Chief Judge Theodore McKee.

Transocean, Halliburton blast BP report on cause of blowout, oil spill

Halliburton and Transocean on Wednesday rejected BP's characterization.

"This is a self-serving report that attempts to conceal the critical factor that set the stage for the Macondo incident: BP's fatally flawed well design. In both its design and construction, BP made a series of cost-saving decisions that increased risk – in some cases, severely," Transocean said in a statement.

Among BP's cost-saving moves that Transocean said compromised safety are the following:

1) BP opted for a single long run of pipe rather than an alternative approach that would have increased the barriers to gas flow.

2) BP failed to conduct a "cement bond log" test to evaluate the integrity of the cement at the bottom of the well, which was what blocked gas and oil from emerging up the production pipe.

3) BP installed fewer than one-third of the recommended number of centralizer devices, which Transocean said had the effect of "dramatically increasing the risk of cement channeling and gas flow."

Halliburton, for its part, said BP officials were in charge and signed off on every step of its work as it pumped concrete to the bottom of the well to block the emergence of oil and gas.

MEXICO CITY — A debate about legalizing marijuana and possibly other drugs — once a taboo suggestion — is percolating in Mexico, a nation exhausted by runaway violence and a deadly drug war.

The debate is only likely to grow more animated if Californians approve an initiative on Nov. 2 to legalize marijuana for recreational use in their state.

Mexicans are keeping a close eye on the vote, seeing it as a bellwether.

"We should consider legalizing the production, distribution and sale of drugs," Fox wrote on his blog during the series of forums. "Legalizing in this sense does not mean that drugs are good or don't hurt those who consume.
