Another meeting on the Libyan settlement was held in Palermo, southern Italy, November 12-13. The leaders of the warring factions, EU and UN representatives, as well as the parties concerned, took part in the summit.

After two days of intense talks, the participants agreed to arrange a new conference in Libya by the beginning of the next year. It’s expected the date of the upcoming presidential and parliamentary elections would be announced there.

On the one hand, the result of the current meeting on Libya is conditional as the talks in Palermo haven’t brought something specific for the Libyans. Since the politicians meet and seek for the ways of resolving the crisis, the nation continues to suffer from the consequence of foreign intervention and Gaddafi overthrow in 2011.

Libya’s Lost Hope

When the United States, France, the UK and a number of other governments sent forces into Libya, the people were to have security and democracy. Seven years later, all that they have had is chaos, death and destruction.

When General Khalifa Haftar boarded the Russian aircraft carrier, Admiral Kuznetsov in January 2017, Putin announced that the Libyan general had a powerful friend, but Vladimir Putin is not General Haftar’s first important friend. Once, he was one of Muammar Qaddafi’s favorites and was given the honor in 1986 of leading an invasion of neighboring Chad. The venture failed and Qaddafi denounced him as a rogue and abandoned him. He would have remained a prisoner of the Chadians if the CIA hadn’t rescued him and moved him to the United States to organize the National Front for the Salvation of Libya in preparation to depose the Libyan dictator.

But mending this country, which fell apart at the seams, after Qaddafi was assassinated by American-backed mercs, will be a very difficult thing to do; I have to wish general Haftar luck, in this endeavor, and hope that he will have both the resources with which to heal these national wounds in Libya.

Libyan Parliament adopts amendment that divides the country into three constituencies

A spokesman for the House of Representatives of Libya, Abdullah Blihaq, announced that the parliament approved on Monday, an amendment to the constitutional declaration (interim constitution since 2011), which divides the country into three constituencies rather than one. Blihaq said in a statement published on the official website of the Parliament that “The parliament resumed its official session on Monday under the chairmanship of its president, Aguila Saleh, in the presence of First Deputy Fawzi Al-Nuwairi and the second deputy, Ahmed Huma.”

He added that “a constitutional amendment was approved, including the fortification of Article VI, of the referendum law on the permanent constitution of the country, under which Libya is divided into three constituencies.”

Forgive me, but how is Libya going to be made more "stable", by whittling it into smaller principalities?!? And how will those principalities interact?!?

I don't know if this resolution is going to create more stability in Libya, or create more of a trend turning completely toward more civil war.

Belgium accused of handing Libya's frozen cash to militants as 'BILLIONS goes missing'

Prosecutors are investigating whether Belgian banks paid out interest and dividends on accounts frozen under United Nations sanctions during the collapse of Muammar Gaddafi’s Libyan dictatorship, according to public broadcaster RTBF.

During the Libyan revolution in 2011, the UN Security Council froze Libya’s sovereign assets abroad., which included accounts at four Belgian banks.

BNP Paribas Fortis held €43 million, while ING, KBC and Euroclear Bank held €376 million, €869 million and €12.8 billion respectively in Libyan assets.

According to RTBF, interest and dividends of between three and five billion euros had left the accounts since 2012 despite the UN freezing the assets.

While it is not known how the profits were used, an expert believes there is overwhelming evidence to suggest the funds were used in arms and human trafficking crimes.

Investigations reveal the fate of Gaddafi’s billions which have vanished in Belgium

On Monday, a Belgian TV channel unveiled the investigations conducted by the Belgian Attorney-General, Georges Gilkinet, over the disappearance of billions of Euros from the accounts of Libyan Colonel Muammar Gaddafi in Belgian banks.

According to RTBF, Gilkinet stated that “There has been an extensive investigation into the disappearance of billions of Euros from accounts belonging to Gaddafi in Belgium, in addition to the UN inquiry regarding the case.” Thus, the Attorney-General added that “about five billion Euros, the equivalent of $5.6 billion, have vanished from Belgian banks.”

Georges Gilkinet asserted that “the investigation shall be continued and the Belgian government will be required to provide solid clarifications regarding the matter,” noting that “the Belgian government has not complied with the UN resolution to freeze Libyan assets, especially those belonging to Colonel Muammar Gaddafi”, according to Sputnik News.

Billions missing from frozen Gaddafi accounts in Belgium - reports

Prosecutors are investigating whether Belgian banks paid out interest and dividends on accounts frozen under UN sanctions in 2011 after the ouster of the Libyan leader Muammar Gaddafi.

Up to €5 billion ($5.7 billion) could have been disbursed to people controlling Libyan accounts, including militia groups in the country which stand accused of human rights abuses, according to a report by public broadcaster RTBF which cited an unidentified source.

RTBF said that when the UN agreed to freeze deposits held by Gaddafi’s administration abroad, Belgium had done so but had not halted payments of interest and dividends.

Yet the victory claimed in Libya seven years ago was nothing but another Western war aimed at weakening a previously-stable country. Western intervention aimed to change the Libyan regime by force, in contravention of international law and the UN charter, which prohibits any country from intervening in the internal affairs of another.

Look, Muammar Gaddafi was a thief, plain and simple – but he shared the wealth with his people, something you can’t say for the “leaders” of the US.

Before the US destabilization, Libya had the highest standard of living in Africa: free universal health care, free universal education, and many other benefits American citizens can only dream of.

Now the country is in ruins, it’s infrastructure destroyed, the social order is in chaos, atrocities have become a daily occurrence and its weapons stockpile is now in the hands of terrorists.

The US did that, not because Gaddafi was a threat, but because the US declared there was a “civil war” and they had to come down on the side of “freedom” and “humanitarian aid.”

Sound familiar?

This is the same scam Bill Clinton ran in Yugoslavia. The same scam being run now against Syria.

By the way, this operation was Hillary Clinton’s baby. She ran it from end to end.

Libya: UN Chief 'Alarmed' By Violations of UN-Backed Ceasefire in Libya

United Nations Secretary-General António Guterres stated on Friday that he is "alarmed by the increasing number of violations of the ceasefire" in the capital of Libya, Tripoli, which has led to the death of dozens of civilians.

Violence escalated in the city in August, with rival militias fighting and with tanks and heavy artillery deployed into residential neighborhoods. News reports indicate that, to date, over 100 Libyans have been killed in the violence and dozens more injured.

The Secretary-General extended his condolences to those who have lost loved ones and wishes a speedy recovery to those injured as a result of the continuing violence.

Seven Years after NATO Overthrew Gaddafi in Libya, Western-Backed Gov Begs for Another Intervention

A month of violent in-fighting in Libya’s capital has prompted the “official” government of Libya to call for UN intervention, just seven years after the 2011 NATO intervention laid waste to the country and plunged it into a state of chaos from which it has never recovered.

In late August, the Libyan capital of Tripoli became gripped by in-fighting between rival militant factions, factions that all technically operate under Libya’s UN-recognized Government of National Accord (GNA). The fighting allegedly began when one of the armed groups, the Kaniyat, launched an attack on Tripoli after media reports had emerged detailing the lavish lifestyles of other GNA armed groups, like the Tripoli Revolutionaries’ Brigade.

Local media reports have indicated that the warring groups have used heavy weapons, including artillery, to gain the upper hand and that residential areas have been targeted. In addition, the chaos in the capital also resulted in one of the largest prison breaks in Libya’s history, resulting in the escape of around 400 detainees, some of whom joined the fight.

TWO KILLED AFTER ARMED MILITANTS STORM LIBYA’S STATE OIL CORPORATION HQ IN TRIPOLI

Two workers at Libya's National Oil Corporation (NOC) have been killed after a militant attack on the company’s headquarters in Tripoli on Monday, according to local law enforcement. They say two of the attackers were also killed.
"The death toll so far is two killed from NOC staff and two attackers," Ahmed Ben Salim, a spokesman for the Special Deterrence Force, told Reuters.

Earlier on Monday, witnesses reported hearing explosions and gunfire, with smoke rising from close to the NOC offices. Security officials said they were attempting to deal with militants attacking the building.

Security forces took up positions around the offices in central Tripoli, while surrounding roads were cordoned off. Witnesses said they saw ambulances leaving the site. A member of staff from a hotel next to the NOC offices said that he had heard around five blasts.

Libya Oil Firm Staff Killed in Headquarters Attack

Armed men stormed the headquarters of Libya's National Oil Corporation (NOC) in Tripoli, where a blast and gunfire were heard, according to officials and witnesses.

At least two staff of the oil firm and two of the gunmen were killed in the attack on Monday, Ahmed Ben Salim, a spokesman for the Special Deterrence Force, told Reuters news agency.

"The death toll so far is two killed from NOC staff and two attackers," he added.

Forces linked to Libya's UN-backed government published pictures of a leg which it said belonged to one of the gunmen who had blown himself up.

Meanwhile, Interior Minister Brigadier General Abdul Salam Ashour told the Associated Press the gunmen have taken several people hostage.

Libya in chaos seven years after NATO's 'liberation', but who cares?

Libya remains a lawless land, with rival militias fighting battles in the streets of Tripoli and over 1 million people in need of aid. But the West's 'liberal interventionists' aren't interested in the catastrophe they created.
"Hundreds escape prison amid deadly clashes in Tripoli," a headline on the BBC News website declared this week.

Over 60 people have died in the current fighting with many more injured and hundreds of ordinary citizens displaced. The latest disturbances began after the Tarhuna's 7th Infantry ''Kaniat' Brigade made advances into the capital from the south and clashed with a coalition of Tripoli militias.

It's really hard to keep up with who's fighting who. If you think the situation in Syria is complicated, you haven't been paying much attention to Libya. As the BBC article acknowledged: "Libya has faced continuing chaos since NATO-backed militia forces, some of them rivals, overthrew long-serving ruler Colonel Gaddafi in October 2011."

Libya Chaos: Rockets Rain Down On Tripoli, Mass Prison Break Of 400, Week Of Street Battles

After we reported heavy inter-factional fighting within the UN-backed Government of National Accord (GNA)-controlled Tripoli last week, Libya's capital city has only descended into further chaos and is quickly sliding toward full-on civil war.

On Saturday a barrage of rockets rained down on the city center, reportedly striking residential homes and a popular hotel; and tanks continue to roam the streets amidst intensifying street-to-street fighting which after a week has left 40 dead, nearly half of those civilians, and four of those children. Local authorities also have cited over 100 wounded in battles that have often raged in the heart of residential areas in Tripoli's southern districts.

And what's more, the largest prison break in the country's recent history occurred on Sunday, with some 400 detainees taking advantage of nearby fighting in southern suburbs to escape Ain Zara prison, according to the AFP.

Tripoli beset by bloody fighting despite truce

Renewed fighting has broken out between rival armed groups in and around Libya’s capital Tripoli despite a newly-reached truce in the area, leaving dozens of people dead or injured over the past week.

The violence erupted earlier this week, with two of the capital's largest warring factions linked to the UN-backed Government of National Accord (GNA) entangled in street battles over control of the city.

Clashes between the Seventh Brigade from Tarhouna, a town southeast of Tripoli where the GNA is based, and the Tripoli Revolutionaries' Brigades (TRB) further escalated after a barrage of rockets hit several parts of the capital.

The two rival groups have been vying to take control of the city despite a truce declared on Tuesday.

Trump sets Sights on Libya's Oil, Seamlessly Carrying the Agenda

Why did a coalition of 19 countries including the US and NATO destroy the Libyan regime and in every sense, the stability of the country in 2011?

One reason of course was the financial independence of Libya, the plan to create the gold backed African Dinar currency as many people are familiar with (which was proven by leaked emails years after everyone already knew).

Another reason they took out Gaddafi in Libya was because, as usual, they wanted to harvest everything they possibly could in the country. Libyan strongman Khalifa Haftar hospitalised in Paris - spokesperson

Libyan strongman Khalifa Haftar is receiving treatment at a Paris hospital, his spokesperson said late on Friday.

“During a scheduled visit programme to a number of countries, Marshal Haftar felt ill and visited a hospital in Paris for normal checkups,” Ahmed al-Mesmari wrote on Twitter.

The 75-year-old Haftar “will be back in Libya within few days,” he added.

Billions Flown From Gaddafi 'Frozen Funds' in Belgium

Belgian authorities have discovered the disappearance of 10 billion euros of frozen Libyan assets kept in the Euroclear Bank during the period 2013 to 2017, according to the Le Vif weekly paper.

According to Le Vif magazine, these funds were controlled by the inner circle of ousted and killed Libyan President Muammar Gaddafi.

Over 16 billion euros were located in four accounts opened for the Libyan Investment Authority and Libyan Foreign Investment Company.

The Belgian authorities found the disappearance of a significant part of these funds in the fall of 2017, when an investigation into money laundering sought to seize the 16 billion euros. It turned out that on the four accounts just over 5 billion euros remained.

In Libya, a dominant military figure stands out as a possible new leader of a unified country – that is, of course, if he wins at the polls – or even if he doesn’t. But can the UN or the West even organize an election?

Some seven months have passed since Libya’s two rival leaders met with the newly elected French President Emmanuel Macron in Paris. One is Fayez al-Sarraj, prime minister of the Government of National Accord, who lives in Tripoli and is supported by the UN and the West.

The other, Khalifa Haftar, is a military commander who controls Benghazi and can take credit for crushing Al Qaeda. The West considers him a maverick military type, however, who has little time for the tedious travails of diplomacy or democracy.

US sanctions Libya oil smugglers

The United States has issued a new round of sanctions targeting oil smugglers in Libya aimed at blocking exploitation of natural resources that is driving instability, the US Treasury Department said on Monday.

In a statement, Treasury's Office of Foreign Assets Control (OFAC) said it was sanctioning six people, 24 companies and seven vessels in a move that prohibits Americans from engaging with those targeted and freezes any related property under US jurisdictions.

The sanctions target people from Libya, Malta and Egypt for "involvement in the smuggling of petroleum products from Libya to Europe".

Issued under the authority of a 2016 executive order by then President Barack Obama, companies based in Italy, Libya and Malta are also targets, the statement said.

Webmaster's Commentary: 

The rest of the world isn't going to be quite that fussy about from where they can get below-market oil, and if they can get it from illegal smugglers in Libya, they will.

This is a massive effort, courtesy of the American government, to appear that it is actually doing something about the instability generated by the assassination of Moamar Ghaddafi 7 years ago, when these sanctions really do next to nothing to get at the root of the problem.

And the root of the problem, is getting Libya stable again, with a functioning government which can protect its own people and its industries, which, unfortunately, does not appear to be happening any time soon.

Fresh footage of Libya executioner at work, in spite of international arrest warrant

The United Nations Libya mission demanded on Thursday the immediate surrender of Mahmoud al-Werfalli after fresh footage emerged of him personally carrying out summary executions.

The special forces commander, who is wanted by the International Criminal Court (ICC) on war crimes charges, served in the Al-Saiqa Brigade, an elite force of military strongman Khalifa Haftar’s so-called Libyan National Army (LNA).

Two car bombings kill at least 33 in Benghazi

A pair of car bombs were detonated in central Benghazi in Libya Tuesday, killing at least 33 and leaving more than 50 others wounded, per Reuters.

How it happened: The first bomb went off outside a mosque as attendees were leaving evening prayers. As ambulances and security officers arrived at the scene, a second bomb exploded about 10 minutes later across the street. It is not yet clear who is responsible for the attack.
