Obama sends Congress 3-year force authorization on Islamic State
President Obama on Wednesday will ask Congress for a formal war authorization against the Islamic State.
The document, which declares that the Islamist group “poses a grave threat” to the region, includes no geographic restrictions, meaning Mr. Obama could target Islamic State fighters anywhere in the world.
The authorization for use of military force — or AUMF — also will prohibit “enduring offensive combat operations,” though it does not explicitly ban ground combat operations.
