Philippines, China to work out how to tap oil, gas that both sides claim

The Philippines and China have agreed to set up a special panel to work out how they can jointly explore oil and gas in part of the South China Sea that both sides lay claim without having to address the explosive issue of sovereignty.

China claims most of the South China Sea, where $3 billion in sea-borne trade pass every year, and has competing claims in various parts of it with Brunei, Malaysia, Taiwan, Vietnam and the Philippines.

“It’s just the start of a process,” Philippine ambassador to China, Chito Sta. Romana, told reporters late on Tuesday after diplomats from both sides met for the second time under a bilateral mechanism aimed at defusing longstanding maritime tensions.

He said the decision to form a working group on cooperating on energy was a “breakthrough”.

Duterte slammed over threat to shoot rebels in the genitals

Human rights groups condemned the Philippine president on Tuesday for saying that troops should shoot female communist rebels in the genitals to render them "useless," which they said could encourage sexual violence and war crimes.

The left-wing group Karapatan said President Rodrigo Duterte "has distinguished himself as a frothing-in-the-mouth fascist who incites the worst violations of international humanitarian law."

Duterte's remarks "are but the latest of the series of this madman's display of tyranny, lunacy and machismo," Karapatan Secretary General Cristina Palabay said.

The U.S.-based group Human Rights Watch said the remark last week was the latest in a "series of misogynist, derogatory and demeaning statements he has made about women" that encourage state forces to commit sexual violence during armed conflicts.

US To Send 1,000s Of Extra Marines To East Asia To Counter China

The Pentagon reportedly plans a “major muscle movement” from the Middle East to East China, with thousands of extra Marines to be deployed. The goal is to “persuade Pacific nations to stand with the US” and not China.
The US plans to boost its military presence in the East Pacific with rotating deployment of Marine Expeditionary Units, or MEUs. An MEU is a group of about 2,200 Marines who operate from amphibious assault ships and have their own aircraft, tanks, heavy weapons, and other resources. A typical deployment lasts for seven months and may involve missions on the shore like patrols or military-to-military training, according to a Wall Street Journal report.

The deployments will be made at the expense of the US military presence in the Middle East, and are in line with the new National Defense Strategy published earlier by the Trump administration, which sets countering Russia and China as a priority for the military. According to the report, the MEUs in East Asia will help the US “persuade Pacific nations to stand with the US.”

“I believe the [National Defense Strategy] and other guidance requires us to adopt a more global posture and this will shape our future naval presence, especially in the Indo-Pacific region,” Gen. Robert Neller, the commandant of the Marine Corps, said.

“We have to be present and engaged to compete,” he said. The new defense strategy “will shape our future naval presence, especially in the Indo-Pacific region.”

Japan ruling party body pushing for Article 9 revision draft within month

The Mainichi Shimbun reports that a body of Japan’s ruling Liberal Democratic Party (LDP) will try to draft a proposed revision of Article 9 of Japan’s pacifist constitution as early as this month.

The effort is in line with Prime Minister Shinzo Abe’s desire to define legally the existence of the country’s Self-Defense Forces (SDF) as part of the document.

If the Japanese Prime Minister is looking to get this passed before the end of this month (and folks, the end of February is only 19 days away), it does not augur well for peace between North Korea and her neighbors, particularly South Korea and Japan.

Timing, for getting this bill pushed through Japan's legislature before the end of the month is not accidental, and may well be telegraphing that the plans for an assault on North Korea in the early spring, perhaps March or April of this year, are close to getting greenlit.

I am hoping and praying that President Trump is listening to Sec Def Mattis on this one, and choses to avoid an outright military confrontation against North Korea; the aftermath could be more horrific than anyone can realise, and most likely, should the US govenment do a pre-emptive strike against North Korea, China will most likely side with North Korea militarily.

Parts of south-east Queensland recorded their lowest February maximum temperatures on record on Friday, as rain and cloud cover put an end to the hot weather, according to the weather bureau.

Eleven locations in southern and eastern Queensland shivered through well-below average temperatures, which were expected to continue into the weekend, with top temperatures upwards of 14 degrees below the monthly average, the Bureau of Meteorology said.

The US Air Force’s F-35A fighter squadron at Kadena Air Base, Japan, has been flying at a relentless pace since the squadron’s aircraft started to arrive at the base in late October, according to a new report.

State Department to Send Ambassador to Singapore to Sell F-35 Warplanes

Starting early next week, the Singapore Airshow is a big place for international arms deals to go down. US arms makers like Lockheed and Raytheon are responsible for some of the largest such deals, but finding buyers isn’t always easy.

The US State Department has apparently decided that selling Lockheed planes isn’t just Lockheed’s job, it’s the American diplomatic corps’ job, and is sending Ambassador Tina Kaidanow to the airshow specifically to drum up sales of the F-35.

The huge, costly Lockheed planes aren’t exactly flying off the shelves, and the State Department says this would be a good test case for the administration’s new policy of having officials take the lead in securing arms sales for major US companies.

Kadir and 14 others, all Rohingya Muslims in the Myanmar village of Gu Dar Pyin, had been choosing players for the soccer-like game of chinlone when the gunfire began. Beijing blasts ‘illegal’ US & Canada-led summit for evoking Korean War ghosts

China has criticized the US and Canada for holding a summit of nations, most of which supported Seoul during the 1950s war on the Korean Peninsula, saying evoking Cold War ghosts has no place in the world today.

Vietnam unveils 10,000-strong cyber unit to combat 'wrong views'

Communist-ruled Vietnam has stepped up attempts to tame the internet announcing a new, 10,000-strong military cyber warfare unit.

The cyber unit, named Force 47, is already in operation in several sectors, Tuoi Tre newspaper quoted Lt. Gen. Nguyen Trong Nghia, deputy head of the military's political department, as saying at a conference of the Central Propaganda Department on Monday in the commercial hub of Ho Chi Minh City.

"In every hour, minute, and second we must be ready to fight proactively against the wrong views," the paper quoted the general as saying.

Vietnam has stepped up calls for closer watch over social networks and for the removal of content that it deems offensive, but there has been little sign of it silencing criticism when the companies providing the platforms are global.

US SPY SATELLITES CATCH CHINESE SHIPS ILLEGALLY SELLING OIL TO NORTH KOREA

A government source said, “We need to focus on the fact that the illicit trade started after a UN Security Council resolution in September drastically capped North Korea’s imports of refined petroleum products.” Meanwhile, on paper, China’s trade with North has recently collapsed after U.S. President Donald Trump unleashed a barrage of sanctions in September targeting North Korea’s imports of refined petroleum products.

Back in November, the US. Treasury Department sanctioned an additional six North Korean shipping and trading companies and 20 of their ships after the satellite pictures surfaced. In the above picture, the North Korean ship named Ryesonggang 1, was easily identified and connected to the illegal sale of oil from China.

According to Chosun Media, "the department noted that the two ships appeared to be illegally trading in oil from ship to ship to bypass sanctions."

This puts China on the horns of a dilemma, as she really, really cannot interdict all transactions, unless she puts herself on a blockade on North Korea, which is what the US government sees as something they want to see happen.

President of Kyrgyzstan Sooronbai Zheenbekov has warned about a threat of increasing expansion of Islamic State (a terrorist organization outlawed in Russia) ideology in Central Asian countries. "The ideology of Islamic State and other such radical groups is increasingly spreading in Central Asia, with active propaganda and recruiting of citizens of our states. I think it will be impossible to ensure collective security, reliable protection of state borders and withstand the present-day challenges and threats without efficient cooperation between the countries of the Commonwealth of Independent States (CIS) and the Collective Security Treaty Organization (CSTO) in the sphere of border security," he said at an informal meeting of the CIS leaders.

Nezavisimaya Gazeta: Russia, China among few in UN that continue to back Myanmar

The UN General Assembly adopted a resolution on the plight of the Rohingya people in Myanmar. The document calls on the authorities to stop military operations, put an end to human rights violations, ensure the delivery of humanitarian aid and provide the Rohingya with civil rights. The motion, prepared by the Organization of Islamic Cooperation, blamed the crisis on Myanmar. According to Nezavisimaya Gazeta, Russia, China and a number of other states, voted against it, standing in opposition to the majority of Western and Islamic countries. The resolution was supported by 122 states. Russia, China, Cambodia, Laos, the Philippines, Vietnam, Belarus, Syria, Zimbabwe and Myanmar itself (Burma) voted against. Twenty-four countries abstained.
