New York Proposes Taxing Wealthy Non-Residents Who Own Luxury Apartments

One month ago, liberal New York governor Andrew Cuomo, when warning his state's citizens that income tax revenues were coming in $2.3 billion below the budget expectations of just a month prior as a result of the new federal tax code which limits state income tax deductions to $10,000, he demonstrated a moment of rare fiscal insight when he said that "I don't believe raising taxes on the rich" as "that would be the worst thing to do. You would just expand the shortfall. God forbid if the rich leave."

Cuomo said Albany can’t go to the well and tax the wealthy again because that would only worsen the situation, citing “anecdotal” evidence that high-income New Yorkers are already fleeing the state to lower-tax jurisdictions.

Watchdog: Nearly 11 million taxpayers may be subject to limit on key deduction

Nearly 11 million taxpayers may be subject to the limits on the state and local tax (SALT) deduction in President Trump's tax law, a Treasury Department watchdog estimated in a report released Tuesday.

The Treasury Inspector General for Tax Administration (TIGTA) estimated that if the $10,000 cap on the deduction had been in place in 2017, roughly 10.9 million taxpayers would have been unable to deduct about $323 billion in state and local tax payments on their federal tax forms.

TIGTA said that its estimate is based on examining 2017 tax filings whose itemized deductions exceed the standard deduction amount under the new tax law and identifying the number of returns that claimed more than $10,000 in SALT deductions.

President Trump has never hidden his disdain for cyber-retailing giant Amazon Inc., accusing the company of unfair tax practices and antitrust violation. The president probably won’t be too amused by a new report that the company avoided paying any federal income tax in 2018 for the second year in a row despite posting billions of dollars in profits.

Trillion-dollar-company Amazon skated through 2018's tax filings without paying a cent for the second year in a row. The e-commerce behemoth, which made $11 billion last year, will pay no taxes at all, thanks to 2017's tax reform.
Rather than pay the standard 21 percent corporate income tax rate, Amazon is actually claiming a tax rebate of $129 million, which works out to a logic-defying rate of -1 percent. Government agencies and laws have devolved into weapons to be wielded against political opponents in this country. Why wouldn't taxes follow?

Too many Americans promote taxes as a means of hurting people they dislike, putting the raising of revenue as a secondary consideration—or dropping it entirely.

California’s new governor has wasted little time continuing the state’s seemingly limitless expansion of government. Governor Gavin Newsom’s first budget proposal, published last week, suggests instituting a tax on drinking water in the name of cleaning up California’s water systems.

The “Environmental Protection” section of the 2019-2020 budget seeks to

House Democrats Plan New Traffic Tax

Democrats have an idea to make bumper-to-bumper traffic worse; tax drivers more when they’re sitting in traffic.

Incoming House Transportation Chairman Peter DeFazio (D-Ore.) is planning to propose a new tax that would penalize drivers by taxing them at a higher rate when they experience traffic.

The traffic tax would be part of a new pilot program for a “vehicle miles traveled” (VMT) tax which would replace the federal gas tax and instead charge motorists based on a per-mile fee.

In order for a VMT system to work, GPS systems would be installed in vehicles which would track vehicle movement and measure miles traveled in order to calculate the tax. Rep. DeFazio would then use the guise of replacing the gas tax with a VMT tax to charge differential rates based on highway congestion.

Is It Time to Tax the Air We Breathe?

When California Gov. Gavin Newsom proposed a tax on drinking water as part of his newly unveiled budget, I started thinking: Wait a minute. Didn’t “we” already solve the problem of undrinkable water supplies in some largely impoverished parts of the agricultural San Joaquin Valley? In 2012, then-Gov. Jerry Brown signed a law declaring that “every human being has the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes.”

Apparently, declaring something a human right does not automatically solve the underlying problem, or do so even several years later. Who would have suspected as much? Does that mean that Newsom’s main legislative priorities — essentially creating newfound rights to healthcare and housing — might not lead to his desired goals? Go figure. For a variety of reasons, this water-tax proposal serves as an archetype of our state government and of government programs and priorities in general.
