Attacks on Homeless Bring Push on Hate Crime Laws

With economic troubles pushing more people onto the streets in the last few years, law enforcement officials and researchers are seeing a surge in unprovoked attacks against the homeless, and a number of states are considering legislation to treat such assaults as hate crimes.

Webmaster's Commentary: 

States and municipalities are impotent to really help the homeless, so what do legislators do? Create laws to stiffen penalties against abuse of the homeless.

It makes the legislators feel somewhat better about themselves, as though they have "done something"; but it does absolutely nothing to fix the problem.
