When the smartest guys in the room designed their credit default swaps, they forgot to ask one thing - what if the parties on the other side of the bet don't have the money to pay up? Credit default swaps (CDS) are insurance-like contracts that are sold as protection against default on loans, but CDS are not ordinary insurance. Insurance companies are regulated by the government, with reserve requirements, statutory limits, and examiners routinely showing up to check the books to make sure the money is there to cover potential claims. CDS are private bets, and the Federal Reserve from the time of Alan Greenspan has insisted that regulators keep hands off. The sacrosanct free market would supposedly regulate itself. The problem with that approach is that regulations are just rules. If there are no rules, the players can cheat; and cheat they have, with a gambler's addiction. In December 2007, the Bank for International Settlements reported derivative trades tallying in at $681 trillion - ten times the gross domestic product of all the countries in the world combined. Somebody is obviously bluffing about the money being brought to the game, and that realization has made for some very jittery markets.

A roadside bomb killed an American soldier in Baghdad on Saturday, capping the bloodiest week for U.S. troops in Iraq this year. Clashes persisted in Shiite areas, even as the biggest Shiite militia sought to rein in its fighters.
Al-Sadr, who is believed to be in Iran, repeated on Saturday his demand for American soldiers to leave the country and urged his fighters not to target fellow Iraqis "unless they are helping the (U.S.) occupation." The top aide who was assassinated was Al-Sadr's sister's husband, Al-Sadr's brother-in-law.
Whoever did this wanted to increase the violence in Baghdad, Basra, and beyond, not try to becalm it. And despite Al Sadr's attempts to calm his followers, what has happened here can only create more anger and resentment at our American soldiers, which will only result in more bloodshed on all sides. - M. Mumps made an alarming comeback in the United States in 2006 and may take years to completely eradicate, federal health experts reported on Wednesday.
The outbreak of the viral disease came despite the widespread use of a second dose of a mumps vaccine, produced by Merck, beginning in 1990. Eighty-four percent of the people between the ages of 18 and 24 who became ill in the outbreak had received the second recommended dose, the researchers reported in the New England Journal of Medicine. In other words, the vaccine at best had no effect at all, or worse, actually infected people with the virus! - M. R.
