Lightfoot Says Chicago ‘Can't Arrest Our Way' Out of Surge in Gun Violence

While Chicago Mayor Lori Lightfoot says more federal cooperation will be required to tackle the problem of gun violence in the city, she also emphasized that other investments will be key, saying that the city “can’t arrest its way” out of the issue.

Lightfoot, speaking during a press availability on Thursday afternoon, said that city officials are exploring different ways to invest in communities, and said that Chicago will focus on the city’s West Side, which has been ravaged by gun violence.

“It’s obvious: we cannot arrest our way out of this problem,” she said. “Fundamentally, if you look at the West Side and you look at the problems, the opioid addiction that is really harming so many individuals, families and communities, the investments we have to make in human capital and the investments we have to make in infrastructure, those are why I spend so much time on the West Side.”

New York Passes Law Opening Door for Lawsuits Against Gun Manufacturers

New York Gov. Andrew Cuomo on Tuesday signed a law passed by the Democrat-controlled state Legislature that allows guns to be considered a public nuisance and opens the floodgates for lawsuits against gun manufacturers.

“The only industry in the United States of America immune from lawsuits are the gun manufacturers, but we will not stand for that any longer, Cuomo said in a news release.

According to NBC News, the federal Protection of Lawful Commerce in Arms Act of 2005 carved out immunity for gun manufacturers if individuals misuse their products in a criminal manner.

Tucson, Ariz. city officials passed a resolution last week agreeing to ignore the state’s new “Second Amendment sanctuary” law that bans the enforcement of specific federal gun regulations during a city council meeting.

According to the Arizona Daily Star, Tucson Mayor Regina Romero and the city council unanimously passed a resolution rejecting the state’s “Second Amendment sanctuary” status, declaring that “federal laws, orders and acts that regulate firearms in a manner that is consistent with the requirements of the United States Constitution” will “remain in full force and effect” in Tucson “regardless of whether those laws, orders or acts are more restrictive or prohibitive than regulations established under the laws of this state.”

In a move that is being celebrated by the anti-gun crowd, the government of San Jose, California has passed a resolution — unanimously — to force gun owners to pay an annual tax and carry insurance for the privilege of self-defense.

Though the forthcoming tax has yet to be determined, lawmakers have already determined that they will begin confiscating guns from anyone who refuses to pay it.

This move comes on the heels of another Orwellian gun law the city passed two weeks ago which requires every single gun purchase to be video and audio recorded and that media stored indefinitely.

The city claims the gun tax is necessary to force gun owners to cover the costs related to gun violence in the city. Given the fact that most gun crimes are not committed by law-abiding gun owners, this measure is little more than an attack on legal guns.

Texas joins 21 other states asking U.S. Supreme Court for clarity on major gun rights case

Texas has joined 21 states led by the attorneys general of Louisiana, Arizona and Montana in an amicus brief filed with the U.S. Supreme Court in a major gun rights case.

The multistate coalition is asking the justices to uphold Hawaiians’ Second Amendment rights to bear arms outside their homes in response to a 2020 Ninth Circuit Court of Appeals decision that upheld Hawaii’s ban on the practice.

The amicus brief also asks the Supreme Court to resolve a split among the federal circuit courts of appeal, several of which have ruled against the high court’s landmark 2008 decision in Heller, which upholds Americans’ Second Amendment rights.

Pennsylvania Democrats To Propose Bullet Tax And Encoded Rounds To Track Ammo Owners

A 5 cent per bullet tax will be proposed in Pennsylvania as part of legislation to be brought forth by two state House Democrats, Rep. Manny Guzman and Rep. Stephen Kinsey.

The tax would fund a state police database of ammunition sold in Pennsylvania.

The planned legislation would require ammunition manufacturers to encode ammunition provided for retail sale in Pennsylvania, and to provide ammunition serial numbers to the Pennsylvania State Police for the ammunition database. The plan was revealed in a joint memo to the state legislature by Guzman and Kinsey.

“Since 2015, only 21% of the nearly 8,500 shootings that Philadelphia has endured have resulted in an arrest or conviction,” the memo said.

San Jose To Tax Law-Abiding Gun Owners For The Actions Of Criminals

The Democratic Party’s war against the second amendment opens a new front thanks to the San Jose City Council’s decision to tax law-abiding gun owners for the actions of criminals:

Gun owners in San Jose, California, will soon face a yearly tax and be required to carry additional insurance after their city council voted unanimously Tuesday evening to impose the new measures.

The forthcoming fee for gun ownership in the city has not yet been determined, but officials said that anyone found to be in noncompliance will have their weapons confiscated.

The city council’s aim is to try to recoup the cost of responding to gun incidents such as shootings and deaths. According to the Pacific Council on Research and Evaluation, which studied the issue and sent a representative to testify before the panel, gun-related incidents cost the city roughly $63 million every year in the way of paying for police officers, medics and other expenses, The San Francisco Chronicle reported.

Joe Biden announced a series of executive actions Wednesday confirming his support for gun control.

“The Second Amendment from the day it was passed limited the type of people who could own a gun, and what type of weapon you could own,” Biden said. “You couldn’t buy a cannon.”

Biden continued to make a somewhat confusing reference to Thomas Jefferson’s famous “tree of liberty” quote: “The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.”

Chicago Suburb Passes Ordinance Decriminalizing Concealed Carry Prohibited Area Violations

A medium-sized suburb south and a bit west of Chicago, Orland Park, IL, has passed a new ordinance aimed at helping out CCL holders as they navigate the restrictive gun laws imposed on them by Cook County and the State of Illinois.

As the Mayor summarizes the ordinance, “This ordinance is a good option for CCL carriers that mistakenly carry into the wrong place, given the ever-growing list of restricted locations. Rather than referring an otherwise cooperative CCL carrier who made a mistake to the county and revoke their CCL, it allows us to give them a municipal ticket that has a consequence to the carrier, but not a revocation from the state level.”

While this is certainly a good gesture on the part of the Village of Orland Park, it does not change the laws that CCL holders are responsible to know and follow. It rather just gives officers another option when dealing with violations and in no way should imply that CCL holders can ignore state law expecting to get a free pass.

President Joe Biden wants Congress to ban "assault weapons," and so does David Chipman, his nominee to run the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). But neither Biden nor Chipman will say what that term means, and their obfuscation makes it impossible to take their proposal seriously.

Chipman, who worked as an ATF special agent for 25 years and later served as a senior policy adviser to the gun control group Giffords, was repeatedly asked to define assault weapon during his Senate confirmation hearing last month, and he repeatedly dodged the question. Given Chipman's long experience as both an ATF agent and a gun control advocate, his evasiveness cannot plausibly be ascribed to a lack of preparation or knowledge. Instead it seems to be an intentional strategy designed to avoid exposing the illogic of targeting firearms based on their "military-style" appearance.

"I have a simple question for you," Sen. Tom Cotton (R–Ark.) said. "What is an assault weapon?"

Rep. Marjorie Taylor Greene Introduces a Bill to Abolish The ATF

Congresswoman Marjorie Taylor Greene (R-GA) on Thursday introduce House Resolution 3960, known as the “Brian A. Terry Memorial Eliminate the ATF Act.” The goal of the legislation is to abolish the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Greene introduced the bill in honor of Border Patrol Agent Brian Terry, who was killed in the line of duty. The firearm used in his murder was part of the ATF’s botched Fast and Furious gun-running operation, put in place during the Obama administration.

Under Fast and Furious, ATF instructed federal firearms licensees (FFLs) to allow illegal gun sales to proceed. The bureau let the firearms move across the border into Mexico, supposedly with the hope of tracing them back to criminal enterprises. The ATF, however, lost track of the guns that made their way across the southern border.

Judiciary Delays Chipman Vote; 2A Activists Flood Capitol Switchboards

The Senate Judiciary Committee has delayed voting on the nomination of retired federal agent-turned-gun control advocate David Chipman one week, until Thursday, June 24, and during that time, grassroots Second Amendment activists are expected to be flooding Capitol Hill with messages of opposition.

Armor-piercing grenades bound for Pennsylvania went missing, and the military remains stumped. The rounds can penetrate three inches of steel and have a kill radius of nearly 50 feet.

The green, metal box was stuffed inside a bright pink pillowcase and stashed in the bushes behind Christopher Zachery’s house. He hauled it out for a better look.

Stenciled on the box: “Cartridges for weapons.” Inside were 30 armor-piercing grenades.

“I was scared,” said Zachery, who runs a construction company. And confused. How did these high-powered explosives end up in his southwest Atlanta backyard? Where did they come from?

Investigators determined the waylaid grenades were last seen eight month prior on an ammunition train that rolled out from Florida. Someone had stolen them somewhere on the rails to Pennsylvania, another example in an Associated Press investigation that shows how the military’s vast supply chain is susceptible to theft.

State gets sued for withholding gun rights from those under 21

A lawsuit has been filed in federal court against the state of Minnesota for withholding Second Amendment rights for those individuals under 21.

The action, Worth v. Harrington, was brought by the Second Amendment Foundation on behalf of a number of plaintiffs including the Minnesota Gun Owners Caucus, Firearms Policy Coalition and three private citizens in the affected age group.

Defendants are John Harrington, commissioner of the Minnesota Department of Public Safety, plus three county sheriffs, Mille Lac County Sheriff Don Lorge, Douglas County Sheriff Troy Wolbersen and Washington County Sheriff Dan Starry, in their individual and official capacities.

Missouri Governor Will Sign Bill Nullifying Federal Gun Laws: Spokeswoman

Missouri Gov. Mike Parson will sign newly passed legislation that would ban state law enforcement agencies from enforcing new federal gun laws following proposed rulemaking from the Biden administration to regulate firearms with stabilizing braces.

According to Parson spokeswoman Kelli Jones, the Republican governor will sign the “Second Amendment Preservation Act,” which says that it is the duty of courts and law enforcement agencies in Missouri to protect the Second Amendment rights of citizens to keep and bear arms. It also declares federal laws that infringe on that right null.

“The Governor is aware of the legal implications of this bill, but also that, now more than ever, we must define a limited role for federal government in order to protect citizen’s rights guaranteed by the Second Amendment of the United States Constitution,” Jones said in a statement to news outlets on Thursday.

A large number of people who wish to disarm the population start with the premise “If there weren’t any guns”, as if, with extreme restrictions on owning and using guns, guns will eventually go away.

Under extreme legal restrictions, the number of guns has increased.
I recall a prominent talk show host in southern California, wailing about confiscated guns being sold: “But if that happens, we will never be rid of guns!” he cried as if his wish were plausible.

Guns are a 700 to 100-year-old technology. Guns can, and are, being made in homes and small shops around the world that are beyond state control.

Texas Is 25th State To Urge Supreme Court To Overturn New Jersey’s 11-Plus Gun Magazine Ban

Texas has joined a coalition of what is now 25 states urging the U.S. Supreme Court to repeal a New Jersey law banning the possession of firearms with magazines that hold more than 10 bullets, arguing the prohibition violates the Second Amendment and puts law-abiding citizens less able to defend themselves against dangerous criminals.

Texas Attorney General Ken Paxton announced in a statement that he had signed onto an amicus brief (pdf) which argues that allowing law-abiding citizens to carry firearms with 11-plus capacity magazines benefits public safety, counterbalances the threat of illegal gun violence, and helps “make our streets safer.”

“New Jersey’s law is a blatant violation of the Second Amendment, and its mere existence threatens the rights of law-abiding citizens. This law must be struck down,” Paxton said. “Criminalizing the possession of a magazine that is so commonly used leaves Americans defenseless and vulnerable, especially in high crime areas.”

Indiana gun permit law changes in July

COLUMBUS, Ind. – The Bartholomew County Sheriff’s Office reminds us that starting July 1, the lifetime license to carry a handgun in Indiana becomes fee exempt.

The five-year license is also fee exempt, but the five-year and lifetime license to carry a handgun may be applied for and held concurrently.

Ghost Guns and the Deeply American Tradition of Gun Privacy

Earlier this month, Sen. Richard Blumenthal (D-Conn) and Rep. David Cicilline (D-R.I.) introduced the Untraceable Firearms Act, a bill that targets “ghost guns,” or unregistered firearms without serial numbers.

Also called “kit guns” or “80% guns,” most are built at home from manufacturer-produced gun kits. Improvised weapons, also known as “pipe guns,” are another variation, and they’re constructed using 3D-printed parts or salvaged and repurposed materials.

The proposed law would place strict limitations on the obtainment and manufacture of these guns. For example, it would prohibit building or housing a homemade, 3D-printed firearm, as well as trading a kit gun with a friend. Punishments for an initial violation include fines and up to a year in prison. Subsequent violations can incur up to a five-year sentence.

The first court test of whether local governments can ban police from enforcing certain gun laws is playing out in a rural Oregon county, one of a wave of U.S. counties declaring itself a Second Amendment sanctuary.

The NRA was dealt a serious blow on Tuesday after a Texas judge tossed the gun rights organization's bid to declare bankruptcy, saying it was filed in "bad faith" in an effort to dodge litigation in New York.

Judge Harlin Hale tossed the case after New York Attorney General Letitia James and others questioned how legitimate the January 15th bankruptcy filing was, according to a report by Law 360.

The group filed for Chapter 11 bankruptcy after James filed a lawsuit to dissolve the NRA - alleging that the organization has abused its status as a nonprofit, along with corruption, and a "culture of self-dealing, mismanagement, and negligent oversight" fostered by longtime CEO Wayne LaPierre.

Arizona Governor Signs Law Designating Gun Stores As Essential Firms

Arizona Gov. Doug Ducey (R) has signed into law legislation that designates gun stores as essential businesses allowed to remain open during an emergency—a move that will further protect gun stores, manufacturers, and trade associations from lawsuits.

The new law, Senate Bill 1382, introduced by Republican Sen. Wendy Rogers, applies to any store selling guns or ammunition, or their components, and mirrors federal law that was passed on a bipartisan basis.

Ducey’s office said in a release that the measure will protect the Second Amendment rights of Arizonans by “safeguarding against frivolous lawsuits that have no connection to unlawful use of firearms.”

The Texas Senate gave initial approval on a contentious bill to allow permitless carry of firearms in an 18-13 vote on Wednesday.

House Bill 1927 removes the licensing requirement for Texans to carry firearms if they are 21 or older “and not otherwise prohibited by state or federal law from possessing the firearm.”

“The premise of the bill is not about trying to keep guns out of the hands of criminals. This is about trying to reinstitute a constitutional right for law abiding citizens,” State Sen. Charles Schwertner, R-Georgetown, who is sponsoring the legislation in the Senate, said Wednesday.

“People who are prohibited from possessing a handgun will still be prohibited from possessing a handgun under this bill,” he said, noting that business owners and private property owners would still have the right to “exclude handguns on their property.”

Panic Hoarding Guns Now Enters 16th Month As Biden Seeks Ban 

Americans continued to panic hoard guns for the 16th straight month in April, according to the FBI's National Instant Criminal Background Check System's (NICS) statistics report. The data provides insight into the trends behind Americans purchasing firearms.

The FBI's NICS logged 3.514 million background checks in April 2021, which is more than any other April on record. Background checks have been elevated since the virus pandemic began and recently supercharged under an anti-gun Biden administration.
